To understand the river levels, for the Tongariro, it's always hard to tell. As it is a dam controlled river, it can often clear and lower extremely fast. It can spike at 300cumecs and be fishable the following morning. As a guidance, I say that above 60cumecs, it is probably best to leave it alone.
The Wanganui River is also dam controlled, but as it runs through lot's of farmland, it can take a lot longer to clear. When this river goes above 30 cumecs I chose to leave it alone. It can take the best part of a week to settle down and clear, so it is far more temperamental. I've always found this river fishes best when it is low. Although you have a few tributaries of this river that settle a lot faster and become fishable well before the Wanganui drops and clears.
